8·31 대책 21년 뒤 [권태호 칼럼]_我的网站

一 |     부동산 문제는 대통령 임기 5년 만에 해결될 수 있는 사안이 아니다. 8·31 이후 ‘진보정권 10년’을 경험한 적도 없다. 노무현과 문재인과 이재명의 부동산 정책은 모두 ‘선한 의도’에서 출발했다. 그러나 정의로운 목적이 반드시 정의로운 결과로 돌아오진 않았다. 정치는 ‘가장 옳은 일’을 하는 게 아니라, ‘되도록’ 해야 한다.                   서울 송파구 롯데월드타워 서울스카이에서 바라본 서울 도심 주택 단지 모습. 연합뉴스 권태호                    2005년 8월31일, 노무현 정부는 종합부동산세(종부세) 강화를 골자로 한 ‘8·31 부동산 종합대책’을 발표했다. 당시 과천에 있던 재정경제부를 출입했다. 당일 기자회견에서 한덕수 부총리 겸 재정경제부 장관은 “부동산 투기는 이제 끝났다”고 말했다. 노무현 대통령은 “하늘이 두쪽 나도 부동산만은 잡겠다”고 했다. 과세 기준을 9억원에서 6억원으로 낮추고, 가구별 합산 과세를 도입해 다주택 보유세를 비약적으로 올렸다. 발표 다음날 조간신문 제목들이다. “세금폭탄”(조선일보), “다주택자 보유세 최대 3배 폭등”(중앙일보), “투기 잡다 시장 잡을라”(동아일보), “징벌적 과세”(매일경제). 지금도 쓰는 단어들이다. 당시 아침마다 이런 기사들을 보면서 화가 났다. ‘세금폭탄’ 예시로 든 사례들이 타워팰리스 100평짜리 아파트 등이었다. 아마도 ‘기사가 되게끔 하기 위해’ 정말 ‘폭탄스러운’ 사례를 끄집어내려 했기 때문일 것이다. 그런데 반대로 당시 국정브리핑 자료를 보면, 기준시가 9억2천만원 주택의 집주인이 내야 하는 종부세는 5만원(재산세 제외)이었다. 돌이켜보면, 엄청난 엄살이었다. 당시 청와대 참모진 사이에서는 “이 대책으로도 집값 못 잡으면 다 한강에 뛰어내려야 한다”며 전의를 불태웠다. 이후 이명박 ‘완화’-문재인 ‘강화’-윤석열 ‘완화’-이재명 ‘절충성 강화’가 지금까지 이어졌다. 노무현 정부는 종부세 대책을 내놓으면서 ‘헌법처럼 고치기 어려울 것’이라고 했다. 그러나 정권이 바뀌면, 종부세도, 양도세도 너무 쉽게 바뀌었다. 8·31 대책 당시 한나라당도 처음엔 대놓고 반대하지 못했다. 집값 폭등에 따른 서민들의 원성을 의식했기 때문이다. 한나라당은 8·31 당일, “한나라당의 부동산 대책을 상당 부분 수용한 것을 환영한다”고 했다. 이혜훈 제4정조위원장은 보유세에 대해 “1%까지 올리는 건 반대한다. 0.5%가 적당하다”고 했다. 당시 우리나라 주택 보유세율은 0.15%로 세계 최저수준이었다. 노무현 정부는 2017년까지 1%로 올리겠다고 했다. 그런데 지금도 0.15%다. 지금 국민의힘은 물론이고, 더불어민주당에서도 ‘0.5%가 적당하다’고 말하는 이를 찾기 힘들다. 우리 사회가 그간 얼마나 보수화된 것인가. 2005년 당시 종부세 대상은 서울 전체 가구의 8.5%(공시가격 6억원 이상)였는데, 이젠 13.5%(14억원 초과)다. 여기에 ‘종부세 안 내면서 종부세 걱정하는 층’까지 합하면, 우려 층은 더 늘어난다. 그리고 보수언론은 그때나 지금이나 ‘종부세 올리면 세입자 힘들어진다’며 없는 사람 걱정하고, 위기감을 증폭시킨다. 8·31 다음날 한겨레 1면 기사 소제목을 지금 보니, ‘전문가 “집값 잡힐 것”’이라고 되어 있다. 희망 섞인 제목이다. 2005년 ‘버블 세븐’(강남·서초·송파·목동·분당·평촌·용인)의 아파트 평당 가격은 1662만원, 평균 매매가는 6억3천만원가량이었다. 지금은 서울 아파트 평균 매매가격이 16억원, 평균 전세가격이 7억원이다. 우리나라 노동자 월평균 임금이 383만원이다. 지금 집이 없으면, 앞으로도 집을 살 수 없다. 부모가 서울에 집이 없으면, 나도 없다. 이미 서울은 ‘아파트 세습사회’다. 그러면 집을 이고 살든, 없이 살든 모두 불안하고 우울한 삶을 살 것이다. 근본적으로는 ‘지역균형발전’과 ‘수도 이전’이 해결책이 되겠지만, 당장 그것만 바라볼 순 없는 상황이다. 지난 21년간 얻은 교훈은, 조세정의와 집값 잡기는 분리해야 된다는 것, 그리고 종부세를 얼마나 올리느냐가 개혁이 아니라, 정권을 잃으면 개혁도 사라진다는 것이다. 부동산 문제는 대통령 임기 5년 만에 해결될 수 있는 사안이 아니다. 8·31 이후 ‘진보정권 10년’을 경험한 적도 없다. 노무현과 문재인과 이재명의 부동산 정책은 모두 ‘선한 의도’에서 출발했다. 그러나 정의로운 목적이 반드시 정의로운 결과로 돌아오진 않았다. 정치는 ‘가장 옳은 일’을 하는 게 아니라, ‘되도록’ 해야 한다. 가장 좋기는 여야 합의로, 이상과 현실의 중간 지점에서, 정권이 바뀌어도 변하지 않을 정책을, 꾸준히 한 방향으로 추진하는 것이다. 현 정치 상황에선 미션 임파서블이다. 어쨌든 오래가려면 ‘국민 합의’와 ‘점진’을 택할 수밖에 없다. 그렇게 하지 않으면, 지난 21년처럼 방향성이 시계추처럼 왔다 갔다 하게 된다. 정부가 갭투자 방지를 위해 내놓았던 ‘비거주 1주택자 중과세’에 대해, 민주당이 완화를 촉구했다. 집값 상승에 한몫한 갭투자를 사실상 용인하는 것이나 마찬가지다. 그럼에도 환영은 못 하지만, ‘어쩔 수 없이’ 수긍한다. 다만, ‘수단’과 ‘목적’이 뒤바뀌어선 안 된다. ‘정권 유지’는 수단이다. 목적은 ‘좋은 세상 만들기’다. 지금은 ‘과정’이다.。    Condolences have continued to pour in following the passing of veteran producer M Saravanan, widely known as AVM Saravanan of AVM Studios. Revered as a doyen of Tamil cinema, Saravanan breathed his last on Thursday at the age of eighty-six due to age related ailments. His death has left a profound void in an industry he helped shape for decades.A Studio Mourns Its Guiding PresenceFrom morning, AVM Studios saw a steady flow of celebrities arriving to pay their final respects. His mortal remains were placed on the premises, a place synonymous with cinematic milestones, and one that now also holds the weight of collective grief and gratitude. Tamil Nadu Chief Minister MK Stalin, veteran actor Sivakumar, Suriya, Rajinikanth, Vishal, and directors Vasanth and Parthiban were among those who placed garlands and offered condolences to his family.A visibly moved Sivakumar revisited the earliest chapter of his journey, recalling the moment Saravanan gave him the name by which the world would come to know him. “Saravanan introduced me to cinema in 1965 and changed my name to Sivakumar. To remember him and his good deed, I kept his name for my son Suriya as Saravanan,” he said. He also remembered a heartbreak from his early years, when a significant portion of his scene was cut from a film. “I remember crying in front of Manikkam theatre when my 500-foot-scene (in reels) was cut off from a film. AVM Saravanan consoled me, encouraged me to continue pushing through and said I would soon get a great role in films.”Actor Vishal joined the long line of voices honouring the producer’s influence. He recalled that AVM Studios had been a part of every phase of his life in cinema. “I remember meeting you as a kid, as an assistant director, as an actor, as a producer ever since I entered AVM studios which was a learning ground for me to be what I am today in the film industry.” Reflecting on Saravanan’s influence on the profession itself, he added, “Every producer used to look up to you for your sincerity and your dedication. I always wanted you and your production house to continue making great films but today we have lost another great film personality in Indian film industry. Until his name is here in the Earth, we won't lose the respect we have for him.” Connecting him to the legacy of AV Meiyappan, he said, “He is considered as a God for artists like us. Saravanan is also like that for us.” Parthiban recalled writing to him shortly after the release of Murattu Kaalai in 1980, believing Meiyappan’s spirit could finally rest with pride. He added that while the void Saravanan leaves cannot be replaced, he has spoken to the family about ensuring the AVM legacy continues through new productions.A Legacy Remembered by the Artists He RaisedThe Tamil film fraternity woke up on Thursday to the news of his passing, prompting tributes from all corners. Chief Minister MK Stalin shared a message on his official X handle, writing, “I was deeply saddened to hear about the passing of AVM Saravanan, one of the senior-most stalwarts of Tamil cinema and the iconic face of the historic AVM Studios. Just as AVM played a monumental role in shaping the direction of Tamil cinema, Mr Saravanan’s contribution to shaping the direction of AVM itself was equally immense.”Rajinikanth, who has a long association with the AVM banner, visited the studio and later addressed the media. Reflecting on their collaborations, he said, “He loved me a lot and was a well-wisher of mine. He stood by me when I went through difficult times. I have acted in nine films in AVM. All nine films emerged as big hits. It won't be an exaggeration if I say that the main reason for them becoming hits was Saravanan sir.” He described him as “a true example of a gentleman,” recalling his characteristic white attire and pure-hearted nature. AVM Saravanan is like the bond I shared with my brothers, Chandra Haasan and Charuhasan,” he said. He spoke of his early uncertainty about how to address the elders at the studio, and how, as he grew older, he understood the depth of respect they deserved. “Those confusions went away after I crossed 20 because I realised then that I should hold them with the same level of respect that I showed my father.” He ended by saying he shared in the grief of Saravanan’s family, especially MS Guhan.A Farewell Etched in Film HistoryFrom actors who found their names through him to superstars whose biggest hits arose from his banner, Saravanan’s imprint runs deep through Tamil cinema.
